Manipulated Page Rank, Legal?

Usually, in many case, on online world, page rank become any evaluation especialy to advertising. Page rank with high value make easy to advertiser to interest compared low value. I was found fake page rank. In the case, the fake page rank have high value and i try to compare on the http://www.prchecker.info/check_page_rank.php have different value. i test to my page (its work).

The fake page rank can made to easy (amateur like me can do it). Below my methode to manipulate page rank:

1. Found a website has high page rank.
2. Right click to image page rank (you can found location that image with high page rank) and left click on copy image address.
3. Open your website and insert <a href="PASTE IMAGE ADDRESS"><img src="PASTE IMAGE ADDRESS"></a>
4. Its work (look to my page rank, that is fake, just for test)
